1) A. To tell if the animal is in a severe or mild condition of abuse here are some ways to tell. First look for if the animal is thin, animals is trying to itch=mange, or lice,many sores, the animal is limping, animal is living in terrible conditions, exposed to any kind of weather, or no shelter, no food or water, animal appearance is indicating lack of care. If you have seen any of these, please take to reasoning that animal abuse may be in act. But make sure that the act is corrected, or to make sure that it is going to be taken care of before reporting.
2) A. What should I do? (Here are some examples I found that tell you what to do in this kind of situation)
a. Evaluate the situation= Look for these things to be sure it is animal abuse 1) no shelter 2) collar to tight 3) lack of grooming 4) mange 5) starvation
b. Report animal abuse= Report to local animal shelters, law enforcement, or humane organizations
c. Understanding the law= You need to know that anti-cruelty laws vary from state to state
d. Help prevent animal abuse= Spread the word or get someone who is taking action in trying to prevent animal abuse to talk at your school or to help YOU make a change.

There are tons of things you can do to stop animal abuse like for example: take part in things that try to prevent it, avoid paying for things that promote animal cruelty, do a fundraiser to get people involved, donate animal things (that are in good condition) to local rescue shelters, consider pet adoption or helping search for abused pets. There are also lots of programs around the world that try to prevent animal abuse like: ASPCA, or the Humane Society.
4) A. Most of the time people don't like reporting animal abuse because they don't want to get involved or some may think nothing will be done. Also some people may think they are going to jeopardize their own jobs or routines or the may not like reporting an animal abuser in whom they know. Lots of people don't want to face consequences that they think may happen.
